The average graduation rate by state varies from 83% to 94% with California at the low end and Montana at the high end. The counties with the highest graduation rates seem to be mainly scattered throughout the Midwest, with a concentration of them in the state of Colorado. A majority of the counties with the lowest graduation rates can be found in Texas, California, and around New York City.
